NSCI is a private training and software provider. It is not affiliated with, endorsed by, or acting on behalf of the U.S. Department of Transportation or FMCSA. Completing this course produces an NSCI course-completion record — it is not a DOT, FMCSA, or other federal certification, and it does not transfer regulatory responsibility away from the employer. NSCI recommends a refresher every 2 years. This is NSCI’s own voluntary policy. 49 CFR Part 40 does not establish a federal DER certificate and does not set a federal renewal interval.

About this course

Nothing in 49 CFR Part 40 requires a DER to retrain. There is no federal DER certificate and no federal renewal interval, and any provider that tells you your credential has lapsed under federal rule is misstating the regulation.

What does change is the ground underneath the role. Clearinghouse obligations, testing-panel changes and enforcement emphasis all move, and a completion record dated four years ago tells an auditor less about your current program than one dated this year. For that reason NSCI recommends — as its own voluntary policy — that DERs refresh every two years.

This is that refresher: the same curriculum, the same scored assessment, at $199 instead of $299, and it issues a new completion record carrying the current date. Take it if you want the current record. Skip it if you do not. Neither choice affects your compliance status under Part 40.

Records issued by NSCI can be checked from a public page with no login. Anyone holding the record number can confirm it.

The same scored course assessment as the full course, with an 80% passing score.
Passing issues a new course-completion record with a new record number and the current date.
Earlier completion records stay in your account; a refresher adds to the history rather than replacing it.
The record is not a DOT or FMCSA certification, and neither the original nor the refresher expires under federal rule.

About the 2-year refresher

49 CFR Part 40 does not establish a federal DER certificate and sets no federal renewal interval. The 2-year refresher is NSCI’s own voluntary recommendation, made because the underlying requirements change. Declining it does not affect your regulatory standing.

Questions

Am I out of compliance if I do not take the refresher?: No. 49 CFR Part 40 sets no DER renewal requirement, so nothing about your regulatory standing changes if you never take it. The two-year interval is NSCI’s recommendation, not a federal rule.
Why does NSCI recommend two years, then?: Because the material moves. Clearinghouse obligations and testing requirements have changed repeatedly, and a training record with a recent date is easier to defend to an auditor or a customer than one several years old. It is a judgment about practice, and we label it as ours.
Is the refresher shorter than the full course?: No. It is the same curriculum and the same assessment. The difference is the price and the fact that it issues a new dated record on top of your existing one.
What if I took DER training from another provider?: The $199 refresher price is for people with a prior NSCI DER Responsibilities Training completion record. If your prior training was elsewhere, enroll in the full course at $299.
Does my old completion record disappear?: No. Prior records stay in your account and remain verifiable. The refresher adds a new record with a new date.
