This is the one piece of DOT drug and alcohol training that a federal rule names outright. 49 CFR § 382.603 requires every employer to ensure that all persons designated to supervise drivers receive at least 60 minutes of training on alcohol misuse and at least an additional 60 minutes on controlled substances use, covering the physical, behavioral, speech and performance indicators of probable drug use and alcohol misuse. Without it, no supervisor at the company can lawfully make a reasonable-suspicion determination.
The course is built around that standard rather than around theory. Module 1 works through alcohol misuse: why the rule exists, the four indicator types, how alcohol impairs driving, the 0.04 and 0.02 thresholds, what a supervisor must and must not do, how to document the observation, and the referral mistakes that most often undo a determination later. Module 2 does the same for controlled substances, covering marijuana, cocaine and stimulants, opioids and prescriptions, PCP and hallucinogens, the MRO’s role, the FMCSA Clearinghouse, and confidentiality in handling what the supervisor observed.
It closes with a scored exam drawn from a pooled question bank, and a completion record the employer keeps in the supervisor’s file. That record does not expire — § 382.603 requires the training once, and NSCI will not tell you otherwise.
